steam tracing vs electric tracing

Does anyone has guidelines for selecting steam tracing or electric tracing to maintain temperature inside pipe lines?

any comments or tips are appreciated.

There is an article in "chemical Engineering Progress" december 1995 issue page number 41 regarding selection between steam and electric tracing.
