Statement of Hp / SAE J3046/1

Folks,

What is the standard for statement of Hp in an engine as per SAE J3046/1. I am not willing to spend money to buy the spec...

Is it Hp measured at the engine output shaft with all accessories connected or is it the Hp measured at the drive wheels of the car (such as rear wheels in mine)???
