Standard steel surface preparation level?

For structural steel that will be painted and will be located on land near an ocean (salt in air) what is typically the surface preparation level SSPC-SP1 through SSPC-SP11 as found in AISC 325-10 table 2-8?

I think it really depends on the particular coating you are specifying. Acrylics, epoxies, etc. bond differently. Some can bridge over surface impurities, some not so much. I would say, select your coating and look in the manufacturer's specs - worst cast, give them a call.
