Standard for numbering notes

I've been looking for a standard that controls the numbering and renumbering of notes at time of drawing revision.

MIL-STD-100, DOD-STD-100
When you delete a note on a dwg, you do not renumber the notes. After deletion, you add "REMOVED" in place of the note and list what the note was in the rev change.
