standard about Air Tank Accumulators required for SDV or BDV

is there a standard talking about the necessity to add an air tank accumulator for BDV or SDV?

No "standard" per se as it depends on whether the particular location needs it or not. Normally only valves a long way from the main air tank need such a device.
