Stagger holes of flanges from neutral axis

Hi,

Why it is always recommended to stagger the holes of flanges from neutral axis of vessel or equipment?

If you mean to have the holes straddle the centerlines, the intent of this is to easily align piping and vessel flanges. The vessel and piping are fabricated by different people. If the bolt holes straddle the centerlines on the vessel, the piping fabricator can then fabricate the piping to align properly.
