I have see a fire suppression regulation for aircraft hangars which state sprinklers with water @ 79°C and foam systems.

Do you know of the reason why the water must be kept at 79°C?

I think if you reread the regulation, you will find that the sprinkler rating is 79 degrees Celsius, not that the water needs to be kept at this temperature. This means that there is a fusible link (piece of wax or solder) that blocks the sprinkler. When the temperature hits 79 deg C, the solder melts, thereby allowing pressurized water to discharge from the sprinkler.
