What section in ASME Section VIII div.1, requires Spot RT on BW with 10" OD and greater?

None at all, unless in special services. See UW-2. Otherwise, degree of RT generally a decision made by the designer.

Read paragraph UW-11(b), it provides exemptions for nozzle welds of certain sizes.
