Spliter Damper , Acoustic insulation ON P3 Ducts

Does spliter damper required for ducts of P3 - Pre insulated ducts - our contractor is saying he has not installed any spliter damper on P3 ducts? If not is there any code permitting this thing?
Does Acoustic insulation required on P3 ducts? P3 ducts are pre-insulated duct.
