Spiral Stair Pad attached to the shell joint 1

Can I attach the spiral stair pad to the shell joint?
Is there any instruction API regarding this issue?

It would have been better to post this in the tank forum (forum1452) rather than this pressure vessel forum.

Are you asking about API 650? If so, clause 5.8.1.2 discusses permanent attachments (like a stair pad) on Group IV, IVA, V and VI materials. No restrictions for the lower material groups.
