Span Rating and Allowable Shear Tables

Why does the IBC Table 2306.2.1(1) include allowable shear values for nominal panel thicknesses of only 19/32 and less.

Take for example a floor with MPC wood floor joists at 24"o/c. Based on the allowable spans Table 2304.7(3) the min nominal panel thickness would be 23/32 which is greater than the maximum thickness provided in the allowable shear tables. Are the values provided for 19/32 to be used in this case? Is there no appreciable increase in allowable shear above 19/32?

I'm hoping I am missing something obvious here. Thank you.
