what is the American standard used for the SOx and Nox Emission performance test.

Performance test for what? Automotive products, turbines, boilers, furnaces, etc.?

If you're asking about a stationary source,I would recommend conducting a search for current "BACT" on your state's environmental regulatory website... this will give you a pretty good idea. Also, you cannot forget to ensure the source you're testing isn't applicable to a federal regulation with separate standards (e.g., NSPS, MACT, etc.)
 
For stationary sources, such as power plant boilers, these two pollutants are monitored using "mini-labs" that take samples from a stack. They report on a whole suite of compounds


These are commonly known as Continuous Emissions Monitoring Systems (CEMS), thousands are deployed worldwide and are set to monitor and report pollutant emmisions against limits that were set for that particular plant.

They report based on a variety of standardized methods as specified in clean air laws around the world, including U.S EPA 40 CFR Part 75 and 40 CFR Part 60.
