Sour Gas Plants

I am looking for some indication of new costs for sour gas plants. Perhaps someone can provide something on a unit of capacity basis. In particular I am interested on what it would cost to replace the Tengizchevron sour gas plant in Kazicstan. It was built several years ago and I believe that the cost was around 3 billion. This included a SGI plant as well. Any input would be helpful.
 
The plant scope would require lots of definition. What type processing, what capacity, what utilities, etc.?

A sour gas plant could only reduce the dew point or it could sweeten, dehydrate, fractionate and compress the gas. In the third world they may need to generate all of their own power, provide their owns communications, water, other infrastructure.
