Solvent pipeline velocity - bonding

Hi

Could anybody please help me with when to decide if bonding of flanges is necessary for solvent pipework. Ethanol and IPA are the solvents in question. Is there a rule of thumb that if you keep the velocity low enough then no bonding is necessary. Thanks.
