Solid Edge ST3 Relationship Conflict

Everytime I try and create a new relationship constraint with new or old parts in a assembly I get a error message saying "relationship conflict".

This occurs even when there are no other relationships to conflict with in the assembly.

Can anyone please help?

Is there any inter-part relationships between the parts?
