Snaplines for PMI & annotation in 3D model

I am doing a mbd automation project. I used to add pmi and annotation to 3d model. But when I change the model to new sizes the dimensions and annotations getting scatter. I could not able to place the dimension in fixed position. Is there any way (like snaplines in drawing) to place the dimension in 3Dmodel so that the dimension is not scatter??
