Is this project in the US? If so, see the 2006 International Building Code. Your specific sections for requirements for smoke control or smoke removal (yes they are different) systems are found in the following sections:
- Atriums over 2 stories in height (IBC Section 404.4)
- Covered malls constructed as atriums over 2 stories in height (IBC Section 402.9)
- Smoke proof exit enclosures in high rise buildings (IBC Section 403.13)
- Underground buildings (IBC Section 402.5)
You have not indicated if this is an active or passive system, although your description causes me to believe it is an active system. In this case, see IBC Section 909 for design criteria.
If you are outside the US and the country has not adopted the IBC, you'll probably apply NFPA 92B, Standard for Smoke Management Systems in Malls, Atria and Large Spaces.
