Smiley faces in Ribbon - Creo 2

I have 2 users that are loading the correct config.pro and creo_parametric_customization.ui files but most of their icons are smiley faces .
Is there maybe an icon file that may be missing on their workstations?

I found a solution to this problem. I found that the old config.win file must be in the working directory.
Any new icons created are save with the creo_parametric_customization.ui file, but Creo reads the other icons from the config.win file.
