Slope in bottom of API 650 Storage Tanks

Hello. I would like to know if it is mandatory per API 650 to manufacture a storage tank with a slope in the bottom (diameter 24 ft).

According to a question submitted to API on this very topic
the answer is no. See sections B3.3 and B3.4 of the standard.
