sliding friction factor

What should be the sliding Friction factor for Dry Cast Concrete Modular Block Wall resting on Thickened Granular Pad. Can i use 0.67X phi angle provided by Geo technical Engineer. The Geo technical Engineer is recommending 0.5X phi(36) i.e Tan 18/19 deg which translates into 0.35 which is like relying only on 35% of Wall total wt & still meet FS of about 1.8.
I think it is too conservative. I can understand if its thin pre cast panel or formed concrete. But we are using Modular Block which about 1000mm wide resting on Granular Pad. So the contact area of block to Engineered pad is large.

 
Isn't this a repeat of a post in another forum? Please don't double post. (and if you were to pick one the first time, the Earth Retention Engineering would have been the appropriate choice.)
