Siphon Intake to Wet Well or Possibilities

I am trying to use water from a reservoir for irrigation needs. I need to know if installing a siphon for an intake to a wet well is possible by installing a vacuum pump. I have a 24” intake line and about 200 ft into a reservoir that must be installed wet. I have never worked on a siphon and don’t know the design restrictions. We have gone through several scenarios and our biggest problem with most of them is cost. The cost is due to the installation wet, the reservoir is 40 ft deep, and they want the intake on the bottom. So what I am wondering is:

Can we use a siphon and design parameters?

Is a vacuum pump required?

Other possible solutions?

Possible reference materials to help me
