SimTraffic 7- Car refusing to turn in Simulation- Help!!

I have a situation in SimTraffic where a car is not turning out of a channelized right turn pocket when the signal for the corresponding thru movement is green and there is no traffic blocking the car from turning. The car is just sitting there refusing to move even when it has a clear opportunity and it is creating a huge, unrealistic backup in my simulation. I have tried re-recording, recording with multiple runs, reseeding and re-recording with multiple runs, and I am still having the same issue on most of the runs.

Has anyone else experienced this issue or have any suggestions about how to resolve it?

When I have experienced this problem it has been related to SimTraffic seeing a geometry too restrictive for the movement.

In the Synchro "Lane Window" where you enter the intersection geometry you may need to enter a curb radius for the right turn lane.

 
The curb radius is set at 50'.

This is so strange because the simulation runs fine for about an hour on most of the runs and then one car will hang up and refuse to turn.
 
It is most likely a geometry issue, but finding it can be a problem.
Does Simtraffic give you any kind of error code at startup?
Is this a single intersection analysis, or a network?
If it is a network, the downstream geometry may be too short if the vehicle needs to make a lane change.
Is the movement controlled by the signal or free?
Is it a passenger car or another type vehicle that hangs?
Is this a pocket lane or a channelized right?
Does increasing the corner radius change the result?
