I have 2 old siemens ti 315 plc's and need to find software or programmer. Can anyone help

Is that the old GE PLC Junior?
If yes, get the GE Series 1 HHP or Automation Direct may have one that will work as they still sell the DL305 line, which had the same programming interface.

DirectSoft from Automation Direct. Straight connection with a RS232 port, or you'll need the communications interface for the bus connection. I picked up a 305-03DM off of Ebay for $25.

Are those things STILL around? It seems that everyone had a version of that (in a different color). They were not a bad solution for a small project, so long as the I/O was isolated from noise and EMI, I only ever programmed those with the plug-on programmer module, but they can work.

"Are those things STILL around?"

Never really went away.

GE Series One, TI 305, A-B SLC-100 (many people don't remember that version), all of them are the same Koyo PLC and once it got a little long in the tooth, all of the partners dumped the product. So Koyo cut a deal with PLC Direct (now Automation Direct). But it never really went away completely, just the brand-label deals did.
