Shutoff/cleanout location software?

I am looking for inexpensive software or a MS Access/Excel database program to track water box shutoff and sewer clean out measurements and possibly property photos, mainly residential. I'm not looking for a full blown utility program just something that can be easily stored on a laptop for field work. Any help would be appreciated.

If I wanted to DIY as easy as possible, I'd upload the pictures to where you can also position them in Google Earth. Then just include the link to the picture in one column in the row of attributes you store for each point, one per XL line. Now just click on the link in XL, IE opens to the picture plus shows the location on Google Earth. Zoom in or pan around as you like.

With a KML picture code file, clicking that filename will open GE, where you could also see the 3D terrain in the area too, or if you're in a "street view" covered area, get the full visual effects of driving around in the 'hood.
