Shrinkage reinforcement

Doesn't a structural plain concrete foundation need reinforcement for shrinkage effect? I have gone through ACI-318, chapter 22 "Structural Plain Concrete" and found out no indication to such reinforcement. If such reinforcement is need, where shall it be placed?

Reinforced concrete needs reinforcement, for shrinkage among a lot of other reasons. Plain concrete is unreinforced. You will find that the code has different rules for plain and reinforced concrete.
