shotcrete special inspection

I have been requested to perform a shotcrete ispection on a thin shell concrete dome struture. The design engineer specified a 4000psi mix and shotcrete thicknesses. I was going to get a batchplant report on the mix and be on site and measure actual applied thicknesses. Is there anything else to be concerned about? It seems fairly simple to me, I think the local municpality was just nervous about it and didn't want to inspect it.

Verify the location of the reinforcemnt with cores unless you observed the installation with the use of chairs.
 
around here you would do the following:

since applying shotcrete requires considerable experience to do properly, have the contractor construct test panels and obtain cores from the panels for testing of mortar strength, thickness and wire or rebar placement. make sure the gunman is able to show his experience in making the panels for each shooting position to be used (overhead, slope and/or slab)

check the air temperature

inspect the subgrade

inspect the reinforcement and make sure it has adequate cover when covered with concrete

Observe the joint treatment

make sure it is properly cured
