What is the effect of a NIC short-circuit failure on a bus-based network if a short circuit failure occurs?
How would a repair person locate the source of the problem?

What is short-/open-circuited? With so little info it's impossible to tell. Did you short the comm lines, the power supply, etc.?

If this is a legacy coax-based network such as thick or thin ethernet then the whole segment will be down. If it is something else then answering MacGyver2000's question is a good starting point.
