Can some one could tell me what is the difference between "true run" and "run out" of a shaft?

One explanation for run is the amount that a shaft that is not running in true circular orbit when checked on centers.
Run true often used in discussing mechanical seals and is the ammount of runout permitted so the seal will run true.

Say mechanical seal allows 0.002" max. runout for the seal to run true. A shaft with a 0.003" runout will not run true and the seal will not function properly.
