Is there a way to establish a coordinate position where X and Y = 0, so that you can simply reference dimensions from there?

not sure what you mean.

dimensions can be converted to ordinate in the drawing mode.

I think I stumbled onto the solution. You're right, I can set the linear dimensions to ordinate.

Thanks

You can dimension from a coordinate system. You can put a coordinate system where ever you want.
