Self Reinforced Nozzle Weld Detail as per detail 7 of Table 4.2.13 of Sec VIII Div 2

Hi Fellow Engineers
I have come across the weld detial given below.

Is it mandatory to provide an internal projection for the nozzle at the location marked with red arrow to have a minimum fiillet weld of size tc? Or is ok to increase the fillet weld size from zero at this location to a minimum of tc at 90 degrees to this location.
