Seismic Development Length of Bars (Column to Superstructure Conn)

For rebar development into the superstructure from the column is it correct include full length, or does the cover on the superstructure need to be neglected? For seismic analysis. Zone D

Generally the development length for development is taken from the face of the member so includes the cover (if that's what you are asking?)
