Seismic Demands on shelving inside a building asce 7-16

I am attempting to design anchorage for industrial shelving units anchored to concrete inside a commercial building.
My understanding is I will be using section 13.3.1. ASCE 7-16.

I'm having a little of a terminology issue though with "z" and "h" in the formula.

The height of my shelving unit is 12-feet and it is attached at the ground elevation footings.

Would z=0 and h=12?

Yes, z = 0, as your unit is attached to the seismic base (floor). "h" is the roof height used in the building seismic design.
 
There is a special code for steel storage racks which might help you. It’s more liberal than ASCE 7.
