Section VIII Div 2 PQR question

I am qualifing a Procedure that is impact tested IAW Section VIII Div 2. Material is P1G1 welded to P1G2.

Reviewing Article T-2 and AM-218.2 it is not clear to me which or both HAZ(s) requires impact testing. Can anyone offer me any further direciton? The wording is "WPQ shall include impact tests of welds and heat affected zones..." Is this telling me that all unique HAZ require impacts or am I reading too much into the Code?
