What is the idea of hiding section line in such cases? I just checked, the same situation in NX9.
 
Because the section line is not formatted correctly. It still thinks the view is its original size, so rather than show an obviously incorrect section arrow, we chose to show nothing, until we resolve the issue, which your IR's/PR's to GTAC will help to expedite.

What is the procedure for me to create IR/PR for gtac? I have never done this before.

If you don't want to call, you can use the GTAC website.
If you have NX open, go to Help -> online technical support -> log an incident with technical support. This option will open a form on the GTAC website that you can fill out with the necessary information.
