We have installed 10MVA Transformer 4160V (Primary) and 34500V (Secondary). The The Transformer Primary supply (4160V) came from a 10MW Power Plant (Independent Power Producer). Is there any standards requiring us to install Secondary (34.5kV) Potection considering that all the loads to be served has already a protections.

I think you must take into account the Grid Code or the Standards of the Country in which you built the plant
 
Suggestion: Contact the Utility that the transformer secondary is interfacing for their protection requirements and protective relay setting requirements. Often, the transmision parameters are required, and the Utility procedures or requirements are to be followed.

What is the Country in which you are operating?

what kind of protection you are using for the primery side and is there a posibel back feeing frome the secondary side?
