Seat Post Shim Manufacturing

Can somebody point me in the right direction to find out how seat post shims are made? We have designed a tubular steel part that looks like a seat post shim - but with some holes and forms and we can't figure out the best way to make it. I noticed that it looked like a seat post shim, so I thought maybe we could use the same process.
