Sealing an Ammonio Tank

At my power plant, we have an ammonium hydroxide tank. The contents of the tank itself isn't the issue. Years ago, we had to tie into the tank with a mixer, vents, a drain, etc. Overtime people noticed a lot of fumes leaking from the tank, just by walking by and breathing. People originally thought maybe the ventilation and scrubber was doing a bad job. But I thought it was obviously these badly sealed holes they cut out to add the components. All i'm wondering is what would be the best method to seal up these tie ins? Attached are some images of the tank lid. The lid isn't not fixed by the way. You can actually lift it up if you wanted to.
