Seal welding

I have a SS 304 tank with 2" NPT plugs closing inspection ports. They have a leaking problem due to temp. cycling. Is seal welding allowed by CODE? ASME tank. Is it allowed on piping in hydrcarbon service? I am assuming that seal welding is just welding over the treads sort of like a SW.
