I think you should run your text through a spell-checker. Can't make much out of your question.

Half full - Half empty? I don't mind. It's what in it that counts.

im sorry, but only sepam experts can get what i mean, but i will try to show my problme again.
our sepam(mulifunction protection relay made by schnieder electric company)get in fault (firmware defection)and shows (fault code 1)only if i trun sepam power supply off>>>>>>>>>>>>>why>>>>>>>>
i hope my probmle is clear now

This might help:

I don't know if I can help, but some clarification might be good. Do you mean that if you turn off the power supply, then turn it on again, the display shows 'Fault Code 1'.

or

Do you get this message on the display with the power supply turned off? (Presuming the unit has a backup battery. Sorry,I know nothing about Sepam units, just trying to glean info to help find a solution)

thank you HowDidYouBreakThat for your help.
regarding to the document that you liked for me ,i did not give an answer.
second: the sepam show defection (code1) if i trun off the supply and restore it.in this case i will loos the sepam for ever.im asking if any one did face like my problme before.

I'm not a Sepam expert, but assume "sepam 1000+ M21" is an IED connected to a SCADA/DCS. If the Sepam 1000 is an IED and it's power is lost, it will/should have an alarm contact, wired or otherwise, to start the SCADA/DCS alarm process. I would assume that to be a somewhat standard design for a device failure. If the power is lost and Sepam M21 is the SCADA/DCS, I would expect an alarm point to acknowledge and reset after power is reapplied to the IED (acknowledge reset alarm if needed)

Since power supply is a major IED failure, this is latched logic that will not self reset, like many other alarm points. Check in the Sepam 1000 manual for "alarm reset". This is an older IED,so you may have to search a bit, but check within the HMI on Sepam 1000 for alarm resets.

thank you for your analysits
for the first part of your statment, yes you are right.our scada/ECS moniter the sepam with out put sigle called (watch dog out put).
but with refering to the sepam manual book ,it said that code1 fault is a majer fault and can not not resetable.
the problme that we care about now is >if we get general power black out in UPS system we may loos about 100 sepams, which will be a carzy state.

I found an English manual for the Sepam @ [link ftp://57.67.146.236/Manuals/Merlin%20Gerin/Handleidingen%20ED/Sepam/PCRED301006EN1-installation%2040.PDF]Sepam Manual [/url]
In section 7/16 of the manual it states as part of initial commissioning:

Energizing
Switch on the auxiliary power supply.
Check that Sepam performs the following initialization sequence, which lasts
approximately 6 seconds :
green ON and red indicators on
 red indicator off
pick-up of "watchdog" contact., which is Q04.
The first screen displayed is the phase current measurement screen

Have you checked that this contact at the relay changes state?

It seems if you have eliminated the info above as suspect, you may have a real problem, as indicated below. Have you tried with other similar units?

Shutdown of the base unit in fail-safe position
MT11196
The base unit goes into the fail-safe position in the following conditions:
detection of an internal failure by the self-tests
sensor interface connector missing (CCA630 or CCA670)
no connection of one of the 3 LPCT sensors to the CCA670 (connectors L1, L2
and L3)
 MES module configured but missing.
The fail-safe position is conveyed by:
 ON indicator on
indicator on the base unit steadily on
relay O4 "watchdog" in fault position
 output relays dropped out
 all protection units inhibited
 display showing fault message

I THANK YOU VERY MUTCH FOR YOU HELP AN TIME:
I CHECK THE DOCUMENT THE YOU ATTCHED FOR ME,
YES YOU ARE CORRECT THE SEPAM GOES TO THE SAFE MODE( OFF SERVICES) AND SHOWS FAIL ALARM IF ONE OF THE MENITION MODELS DEFECTED,OR DISSCONNECTED OR "CONFIGUREDED AND NOT CONNECTED" BUT IN THIS CASE THE SEPAM WILL SHOW DIFFRENT FAIL CODE (2,3,4,OR 5),BUT IF SWITHC SEPAM OFF AND ON IT WILL SHOW CODE 1 ( NOT THE SAME CODE S)
I THINK THERE IS BLEMISH OF MANIFACTURE.
SCHNEIDR VENDER CAME HERE AND MAKE FAILURE REPORT BUT THE MIAN COMPANY FEED BACK SAYS " WE MAY HAVE GROUNDING PROBLME"
IF U R INTERSTED TO HELP ME ANALYSTING THIS PROBLME ,I CAN SEND BY EMAIL YOU THE TOW SHNIEDER REPOTRS??

It is very difficult to help you with the translation from your language to English. Perhaps check with Google translate services, as it is both spelling and grammar that are difficult to understand.
