Scatter overlayed on Polar

I need some advice on how to execute the following graph.

Essentially I have a fixed point determined by location information (UTM East and UTM North, both in meters). I need to graph two concentric circles around that point at 50 and 65 meters around that point. I then need to overlay or insert a scatter chart several series of data points.

The point of all of this is to see how close vehicles come within a certain point using the 65m and 50m "rings" as points of interest.

I've attached something like what I am talking about. I created this in paint.

Thoughts comments?
 
The vehicles locations are in the same metric (UTM coordinates) as the fixed point. Just FYI is anyone wondered.
 
The only challenging part is getting 1:1 aspect ratio for circles. Do you need that or are ovals acceptable?

As suggested, use an xy graph for everything. Generate the circles from a series of straights and format to display lines only. Plot the other points as marker only.

Look here for a couple of alternatives for scaling the graph so circles plot as circles, not ellipses.
