SB-171 Thickness Tolerances

I'm trying to figure out what note (A) of Table 2 of the material specification for SB-171/SB-171M in 2007 Section II, Part B is telling me.

The note reads: "(A) When tolerances are specified as all plus or all minus, double the values given."

The table is titled "Thickness Tolerances, Plus and Minus, (A,B) in.(mm) for Diameters or Widths.

I am interested in Alloy UNS C61400 and 3/16" thk. So I use the first line of the table and my width is 48" so I use the second column of the table which tells me that my Thickness Tolerance is 0.012. I also need to make an adjustment to the tolerance per note B and paragraph 9.1.2 which states that for C61400 the thickness tolerances for plates shall be 25% greater than those prescribed in Table 2...

.012*1.25=0.015

My question now is, do I double this value per note A?

if all minus or all plus, I read double the .012 +25%
or same as the .015 x 2
