Save STL as High Quality Shrinkwrap?

I have an stl file (medical scan...fine mesh) that I am
trying to convert to a solid by saving as shrinkwrap. When
I do this, even with the quality set all the way to 10, the
part file that is saved is heavily faceted, not like the
(relatively) smooth stl parent file. Is there any way to
save the solid part file (or iges/step...any solid file
type) with higher quality (i.e. quality equal to the
original stl)?
