I have been searching high and low for this procedure:

"Action to take when steam boiler overpressures due to fail safety valves".

If you gentlemen have such procedure and willing to share it here, it would be much appreciated.

Turn the heat source off and run away as fast as you can after manually opening a steam discharge valve (if possible) and activating a general alarm??

Safety valves need to have a very high reliability. What do you mean by "fail safety valves"?

Pressurised equipment needs to be designed to have high reliability and layers of protection to avoid catastrophic damage. It's called design.

What code is the this boiler built to? Also, are you assuming a failure of all safety valves - what is leading to these multiple, simultaneous failures?
 
What has caused your safety valve to fail? If you're safety valves cannot be proven as reliable then you should not be operating your boiler. You should check your laws to see what it says with respect to that.
