Safety critical valve

I am trying to start a reliability program for safety critical valve. I know I need to do frequent quialty PMs. Does a valve get to a certain age that even if it passes a pm it should be changed anyway? It seems like critical valves should be on a changeout rotation. Am I correct on this?
