I am currently working as structural engineer for buildings, but i want to change my career path to Oil And Gas/Offshore Engineering.
I want to learn about SACS as i am a begginner, i am not able to get any comprehensive manual for that.
Also what skills i need to develope to transit from buildings to Oil & Gas Industry?
Please help me.

To answer your question, look at SACS-EDI.com, or bentley websites, there is a few tutorials there.

The first reference you could look at is the Dynamics of Fixed Marine Structures, by Barltrop, to give you some idea what you are getting into.
