I have an older tank made of SA-283, Grade C (T.S. 55 ksi)that I want to do a path repair on the bottom using SA-516. Will I have a brittle issue if I perform a repair with SA-516-70. My thoughts are I should be closer to 55ksi and use SA-516-60...or is 15 ksi disparity between carbon steels not a problem???

It seems like somewhere in my past I recall possible cracking of welds if the tensile strength between 2 carbon steels get far appart???

Shouldn't be a problem. Use good dry 7018 electrodes if you're going to stick-weld it.
 
Watch your codes in doing a repair on a tank bottom. The using of 7018 welding rod is fine, but being an in-srevice tank you might have to use a 6010 first pass. You should have a welding procdure covering this. Make sure you have good venalation as I've seen some near hits due to reactions of the tank's content.
