Rules for wording of specifications for federal government of Canada projects

A number of years ago, I had a one page ± list of rules for writing specifications for federal government of Canada projects, but I cannot find it. It gave rules such as do not use the word "all", and do not use "shall be" etc., but rather start the sentence with an imperative verb, etc., etc. Does anyone have this set of rules, or know where on the internet I might find it?
