You can use a command named UCSFOLLOW, first you should mark a line in the direction that you want to rotate, then in PaperSpace you double click the viewport that you want to change and write in the command line UCSFOLLOW, this command needs to be active with the number 1,(It has a default value of 0), then you make a UCS object and pick the line that you drew first, al the objects inside the viewport will rotate in the direction of the line. Finally you must back the 0 value of the UCSFOLLOW, because if you don't make it, the viewport will regen to a 1:1 scale each time that you double click the viewport in Pspace. When you back to model space, you must use the PLAN current command, and the UCS world command to get the world UCS original position.
