I am seeking an example or reference that goes through the design for a cliff face that needs to be spot stabilized with rock bolts. Including calculations for bolt diameter, bond length, bolt length, bearing plates, number of bolts for block stabilization. Given the size of blocks and the maximum lenght for the bolt. Any guidence would be appreciated! Thanks

Try Professional Users Handbook For Rock Bolting, Bengt Stillborg, 1986, Trans Tech Publications, ISBN 0-87849-073-6. It is from the Series on Rock and Soil Mechanics, Vol. 15 (1986). I got it in 1988 for $23.38 from McGraw-Hill Book Company through the (defunct?) Civil Engineers Book Club.
