Does anybody know if there is an ASME I interpretation that allows a H-stamp authorized firm to have some automatic welding done with a robot by an firm with no authorization and to use the welded parts in an H-stamped boiler?

I would say that this is not permitted by Section I. Welding, regardless of the process, used to fabricate pressure retaining parts must be under the supervision/control of the ASME Certificate holder.
 
Auto, semi or manual mean the same thing when weld procedures and qualifications concern,

with robotics: welder's performance is not required,
and I believe WPS is not reuired as well.
I will find out as well, I have never run Code parts in my unit.
